In Royal Commission, "leave to appear" means an entitlement, granted by the Royal Commission, to be represented by legal counsel and to make oral submissions at the Commission's hearings.
Leave to appear is most likely to be granted to a person or organisation whose conduct is likely to be scrutinised or questioned as a consequence of evidence led before the Royal Commission. It is unlikely that a person whose conduct is not under potential scrutiny would be granted leave to appear.
Leave to appear may be granted generally, or conditionally, depending on the evidence called and the issues in which the persons granted leave to appear have an interest. The procedures for the Commission's hearings (including any limitations on the right of those granted leave to appear) are described in Practice Note No. 1.

Submissions are the best way for individuals or organisations not granted leave to appear to provide information to the Commission. All submissions must have a cover sheet and be relevant to the Terms of Reference.
