The Commission examined a range of topics in its investigation into the February 2009 fires. Once each major topic was explored in the Commission’s hearings, Counsel Assisting provided their written submissions on that topic. Parties then prepared their responses to these submissions for the consideration of the Commissioners. After this process, oral submissions were made in some instances.
